I definitely own the phb, i see the other phb classes available but divination won't show up. Ive enabled all avaliable content through the homepage menu and still no luck. Is this a bug or am i missing something?
I was able to make a divination wizard with no problem. Which subclasses are showing up for you? Perhaps by looking at what you can actually see, we can determine where the problem is.

I'm also having the same problem! Ever since the update, I can't access divination wizard anymore, my other PH show up fine?
I found out that i had the wrong wizard class selected(not legacy wizard) :T i really don't like how everything for legacy content is set up.
