When using the 2024 True Strike, is it a true swap of the str/dex, as in do you add your spellcasting mod and your proficiency bonus to the attack roll, or do you only use your spellcasting mod by itself?
You will still add your proficiency bonus to the attack roll as well as the INT/WIS/CHA modifier you use for the attack. So if you are level 5 with 18 INT, your bonus to attack would be +3 for your proficiency bonus and +4 from your ability modifier for a total of +7 to hit.
Why or why is anyone taking any damage cantrips other than this, EB and SB?! and EB is only a good option vs this IF you have AB and are over level 11. SB only can compete because you can tailor the damage type. But for sheer damage... True Strike with a light crossbow for ranged and a spear for melee take the cake. Sure its not as thematic as firebolt or ray of frost for casters but for damage output.. true strike is where its at for me.

SB is referring to Sorcerous Burst, a new ranged attack cantrip only available to Sorcerers. It deals 1d8 damage with an extra 1d8 added at all the usual levels, but it has the unique property of also adding another d8 if you roll an 8 on one of the damage dice. This makes the average damage a little harder to calculate, but it doesn't feel like it's going to beat Eldritch Blast with Agonizing Blast.
Sorcerous Burst, even with the exploding dice, actually will do less average damage than even [Tooltip Not Found] at higher levels. The exploding dice mechanice does not actually increase it's average damage very much. What it does do is give the occasional damage spike, especially on critical hits. Not only do critical hits greatly increase the chances of exploding dice (due to more dice rolling), but due to the wording on critical hits, there is an argument to be made that the exploding dice would actually be doubled as well (though the number of extra dice would still be limited to your proficiency bonus).
Yeah, I would argue that the extra dice get double on a critical hit as well, and that that's a big part of why there's a hard limit on how many extra dice you can have. (It's limited by your spellcasting ability modifier, rather than your proficiency bonus, but still.)

I only have the 2024 PHB, I can't find "Green Flame Blade and Booming Blade" where are they located?
Both of these spells are from Tasha's Cauldron of Everything. They work similarly to the new True Strike in that they are cantrips that involve attacking with a weapon, though they're limited to melee weapons.
Booming Blade causes additional damage if the target moves before the caster's next turn, while Green-Flame Blade deals a small amount of damage to another target adjacent to the main target.

Your spellcasting ability very simply replaces strength or dexterity.

Agreed. You always add your Proficiency Bonus to the True Strike attack roll, because only weapons you have Proficiency with qualify for the casting.

Comparing damages:
Level 1:
Eldritch blast: 1D10 + 1D6 = 9 average.
True strike: 1D8 + 1D6 + 3 = 12 average.
Levels 2 - 3:
Eldritch blast: 1D10 + 1D6 + 3 = 12 average.
True strike: 1D8 + 1D6 + 6 = 15 average.
Level 4:
Eldritch blast: 1D10 + 1D6 + 4 = 13 average.
True strike: 1D8 + 1D6 + 8 = 17 average.
Level 5:
Eldritch blast: 2D10 + 2D6 + 8 = 26 average.
True strike: 1D8 + 2D6 + 8 = 20.5 average.
As you can see, eldritch blast is better starting from level 5.
