My group just started a new campaign and I rolled up a Tortle Bladesinger wizard, now that sets my base AC at 17 and with my INT of 18 I gain a +4 with Bladesong active making my AC 21 now if I reaction cast Shield my AC is then 26 until my next turn all RAW, im considering looking for Bracers of Defense and a Cloak of Displacement and asking my party's cleric to get Shield of Faith and one of the other Casters to pick up Haste. If I have all of the set up im looking at thats 17+2+4+2+2+a situational +5 AC totaling 32AC, is this way too much or just enough?
I would ask your DM about this. Building a character in that way may prompt the DM to change their encounter design just to be able to counter you. Such counters could end up altering the balance in a way that affects other party members, who may not necessarily have built their characters to be min-maxed to the gills. (If the entire table min-maxes to the gills, this will be less of a problem.) If your plan involves other players, ask them as well, as they may not wish to always be using their concentration on buffs which are for you alone.
For example, your base AC of 21, and possible base AC of 27 will encourage your DM to use a lot more effects which have saving throws, many of which are AoE.
EDIT: Also, if the DM doesn't change their encounter design, and leaves in lots of enemies which rely on attack rolls, your PC will probably steamroll through them and be untouchable. That'll be fun for you, but it won't be as much fun for the other players who just get to watch YOUR character dominate combat, all the time.

If I understand you, the plan is:
1) to have the DM supply 2 magic items and not allow any party members to lay claim to these magic items.
2) Have one teammate to get Shield of Faith spell so that they can constantly keep you supplied with that spell's effects. This results in them having less spells for their own use (both slots and variety)
3) Have one teammate to get Haste spell so that they can constantly keep you supplied with that spell's effects. This results in that person having less spells for their own use (both slots and variety)
Are you serious? You expect the entire group to cater to your every need and desires? Must be nice to expect that type of treatment.
It would be why the caster all send Save spell at you while all the melee ignore you and walk to attack your 2 caster friend that are focusing on your buff.
