In a campaign I'm running, my players have started to collect parts of goblins they kill and made it known that they want to put all the parts together to make a Frankenstein's monster goblin. To run with this since I found it amusing it, I told them that if they get all the parts I will make an NPC who is a necromancer so they can do this.
My question is, how will I go about this? Is there a spell or will it be something I have to create in order to make the Frankenstein Goblin? I'm guessing I'll say the NPC will need certain materials in order to make this work, that the players will have to find.

K.I.S.S. it and just have the necromancer make a flesh golem for the players. Having the appearance of a bunch of stitched together goblins is really just flavor text. As a DM you have plenty of things to do without reinventing the wheel every time the PCs come up with a idea.
If you really want to make it a little different you might use the goblin stacking idea from ToA but make the goblins zombies. Basically I would first look for a way to re skin an existing monster before trying to come up with some thing new that might be over or under balanced. Save the creativity for the story and encounters.

As per description, the tome has been consumed by eldritch flames... did you perchance have a mass of flesh standing uncomfortably near you now?
(Amazing object, I had no idea this existed, and it makes for an excellent story-device for the OP)
