I'd say it could create a blank, non-magical book. If you had the Keen Mind feat and had studies a particulat non-magical book in the past month, then you should be able to create an exact copy,
You might be able to make a copy of a non-magical book you have at hand if your DM's agrees.

It creates a copy of a book the wizard has seen. I don't see why it couldn't include the contents, but remember that you only have it for an hour. Finding a particular bit of information could be difficult if the book lacks an index or table of contents.
A particularly fiendish DM might rule that the writing on the pages would only be readable if the wizard had at least seen, if not actually read, the writing at least once. So conjuring a book you had only seen the outside of would not get you a readable copy.
A kind DM would let you conjure a readable copy of any document you had previously seen, even if it was a closed book or rolled up scroll.
There is a potential for abuse. A spy would only need a quick glance at a library or desk and could then conjure copies of the documents to read at leisure later in safety.
My DM allowed me to use it to conjure a copy of my spell book to share with someone tonight without having to loan them mine. Sure I have to recreate it every hour, but I’m still keeping my spell book safe and secure!
Just remember, this only works if your spellbook is considered non magical.

Starting at 2nd level when you select this school, you can use your action to conjure up an inanimate object in your hand or on the ground in an unoccupied space that you can see within 10 feet of you. This object can be no larger than 3 feet on a side and weigh no more than 10 pounds, and its form must be that of a nonmagical object that you have seen. The object is visibly magical, radiating dim light out to 5 feet.
No campaign I have ever playered in has used this. All the DM's whose campaigns I have played in have house ruled that spellbooks are magical. I do the same in my campaigns. So check with your DM.
