You can wear it if you somehow get Proficiency in it. Technically, you can wear it anyway but suffer major penalties without said Proficiency.
Now, as to how to get Proficiency, you either need a Class Feature that grants it (via being a Bladesinger or multiclassing, for example), or to buy it as a Feat. Personally, I'd just use the Mage Armor spell instead. That helps AC a lot with a much lower investment.
In order to cast spells while you’re wearing armor you have to be proficient in that type of armor. Aarakocra don’t have proficiency in light armor, so the only way way you can wear armor and cast spells is if you pick up light armor proficiency from another class or a feat. I suggest learning Mage Armor instead.
So just started playing an Aarakocra wizard - at level 2 the HPs are rather low so at least a leather armour would help....

Being an Aarakocra does not give you proficiency in Light Armor(if you believe otherwise, please cite the text that you feel grants it), it only says that your Flight ability doesn't work if you're wearing Medium or Heavy Armor. You can obtain proficiency in Light Armor either through the Lightly Armored feat, or by taking a level in another class that gives you Light Armor proficiency, which is most of them(Fighter & Rogue are probably the easiest to meet the stat requirements for). Keep in mind, the Mage Armor spell will give you a better AC than any non-magical Light Armor, at the cost of basically one Level 1 spell slot per day.
