Nope. All mentions of scrolls were about a non-wizard creating scrolls (which the wizard would have to multiclass to use). And the only mention of spellbook was using wish to add find steed to it.
My DM gave me a magical secret as a reward for eating a dragon's soul, and I couldn't help myself but take find greater steed. So far it has been INCREDIBLY broken, but also a lot of fun! Also the DM has responded by increasing the challenge, and even a magically-augmented Peryton only has so much HP

While Its hard to 'find steed' without multiclass or being a bard, the Phantom steed of Wizard is a ritual spell so any L6 character with the ritual caster feat can do this summoned mount. The downside is it vanishes when damaged however mounted combatant feat can redirect all direct attacks to the rider. Also the feat means any AOE with a dex save is done with evasion, so no damage on a passed save. While a riding horse is likely to fail this anyway it still takes one whole minute, 10 rounds to vanish even if triggered by damage so it probably will last most of the fight anway. Finally it travels 100' a round not 60' and for long distance travel it travels a whopping 13 miles per hour. A fast march is 4 miles an hour, even if your DM is generous and lets you scale up the travel pace to match a riding horse's 60' from your 30' thats only 8 miles an hour.

Step 1: become a necromancer
Step 2: pass yourself as a lich and get into a group of liches
Step 3:find a dragon self-conscious of its age
Step 4: turn it into a dracolich
Step 5: blow up its brain using feeble mind
Step 6: use command undead to bring it under your control
Step 7: RIDE THE DRAGON!!!!!!!
