This looks like a fun spell BUT after reading the spell definition I am not sure the area of effect.

Is it 10 ft from where the wizard is standing? So when cast, 1d6 plus DEX save for all creatures within 10ft of wizard?

Within 10' of the Wizard and every creature in that area, friend or foe, has to make the save.
