To start off I love necromancers, I find them very fun to play. My newest character concept is a necromancer/cleric. They only create undead followers of those who are criminals. So now I looking for ideas for deities of redemption.
That sounds very much like a Lawful Neutral God of Death. Not Good, because he did not ask for permission before making undead. Can't be the Raven Queen or Kelemvor because they hates undead.
What pantheon/world? Of all of these, I think the Elven God Vandria Gilmardrith fits best because Vandria is a God of Justice as well as Death.
I would say that the act of creating undead slaves regardless of what those slaves did in life is evil.

This takes a page from a series called Malazan book of the fallen, but in the series the god of death is named Hood, and he has a unique point of view with necromancers. Here is the quoted text from Dust of Dreams, chapter 9:
"Hood didn't despise necromancers - the god knew that no one else truly understood him and his last-of-worlds. Ducking the black touch, stealing back souls, mocking life with the animation of corpses - they were the vestments of true worship. Because true worship was, in essence, a game."
Now, this waxes poetic, but the essence that I think you could pull into your game is that whatever god of death you use knows they will win at the end of everything. So why not let the silly mortals play puppet-master with his subjects? The same arcanists that spit in deaths face and pull the strings will someday be tied to those same strings themselves. Until then, the defiance of death provides a form of entertainment that the god of death enjoys.
