I created a 2nd level Cleric (to match the party I'm joining) but when I look at the Characters stats they still says that I'm a 1st level spellcaster with 3 slots. Shouldn't I have more at 2nd level?
Yeah spell levels are not the same as class levels. There a different rank. But more or less you get access to new spells every odd level. But they spread out more as you level up.

Please make sure that in the character builder you have changed the level of your cleric class to 2.
If you are running manual XP, you can set your character level to 2, but you'll need to decide what classes to take levels in.
