At the usually AL meet I was told that season 8 (legacy) characters can't trade with season 9 . Then recently I was told AL changed this ruling and now allowing trades to go through with the usual downtime payment and item rarity. Is this correct? If so when can I do this
Trade- exchange half plate +1 for ring of protection (both rare) from legacy character to Season 9 character. So the season 9 character is giving up ring of protection for +1 half plate from legacy character.
Yes, trades are allowed. They dropped the entire idea of season 9 vs legacy characters for everything except the special race choices allowed for season 9 without requiring the corresponding +1.
Since +1 half plate and a ring of protection are both rare then you can trade them IF you acquired the ring of protection by playing an adventure and taking it as a reward. The faction reward items (including the ring of protection) are not tradeable. So, if the season 9 character acquired the ring of protection as a reward for being a member of a faction then they can't trade it. There are a limited number of AL adventures in which a character can acquire a ring of protection.
"Faction Item Adept faction members can choose to gain a magical ring bearing their faction’s insignia. Your character’s Magic Item Limit applies to this item and it can’t be sold or traded but can be replaced with other items as you wish. The item gained is determined by their faction but is lost if you leave the faction."
I don't know if this is correct but since the season 9 character does not have half plate yet he has to buy it first (unlock it?) with gold. Then the character can trade it for the magical half plate. If not then trading the ring for half plate bypasses the need to spend 750 gold. Any of this sound correct?

If you are trading magic items then that is all that is required. Trade items of the same rarity, pay the downtime costs (if you aren't playing at the same table) and that is it. There is no "unlocking" the armor by paying 750gp to purchase a mundane version first. The armor is already "unlocked" since you are proficient with it. You are giving up a rare magic item to received a different rare magic item.
The only important element is that both of the magic items in the trade are actually tradeable. This means that the items came from playing a module and were not gained as faction or other rewards that specify that they can not be traded.
