Ideally, you should link using the id for each section header... This:

Might instead be this:

I agree. The first example I noticed was in the "Actions in Comabt" section.
With this action, you make one melee or ranged attack. See the "Making an Attack" section for the rules that govern attacks.
A link to this section would make a smoother transition.
