It's an optional rule that not all DMs allow. You can already discuss multiclassing with the class forums or in Tips and Tricks forum if the multiclass is to grant a unique use of abilities. A forum specific to multiclassing seems redundant.

But this is a very simple, one-class "multiclass"
I've been in multiple games where multiclassing was not allowed. The world is not based on only your experiences. Phrases like "doesn't happen" are therefore worthless.
No such thing as a one-class multiclass. Multi literally means more than one.
