I think it would be useful for the DM to be able to toggle Sources for Characters in their campaign.
In the Character Builder, there is the "Character Preferences" which has toggles for different Sources; I do not see anything in the Campaign editor that would allow the DM to enforce Sources for the Characters in their campaign.
The person that created the campaign and enabled content sharing (requires a subscription) can select the specific resources that players will have available for use. So even if players toggle all the sliders on their character sheet, they'd still be limited based on what the campaign creator selected to share.
The Content Management screen states, "Blocking a source will hide compendium content to prevent players from reading it unless they own it. No options or content will be removed from other tools such as the character builder, character sheet, or encounter builder."
So, the person that created the campaign can block a source and players won't be able to read it, but they can still use that content in the character builder.
I checked this by blocking everything in a campaign. When I went to the character builder, it still had options from Tasha's Cauldron even though I have Tasha's Cauldron blocked.
