I'm curious if I as a DM owns all books will the players on my campaign be able to use the content of the books or will they have to buy them seperatly ?
You can get the Master subscription from the Marketplace, which gives you 3 campaign sharing slots. When you turn campaign sharing on, your content is shared with the users that join your campaign.
It's worth noting that the person who purchases the Master Tier subscription doesn't need to be the same person that has purchased the content.
ie.
DM - has purchased the DMG, Monster Manual, Player's Handbook Player 1 - has purchased Volo's Guide to Monsters and Xanathar's Guide to Everything. Player 2 - purchases master tier subscription. Player 3 - no purchases.
The DM sets up a campaign and both players join. Player 2 can now enable content sharing on that campaign, as they have a master tier subscription - now the DM and all three players can access all of the books that have been purchased and use them to create/update their characters in that campaign.
I've noticed that sharing content through campaigns in this way doesn't open up all options for character creation, though the books are available to read through. For example, Forest gnomes aren't an option in the character creator for me, even though our group went in together to purchase the legendary bundle pack under our DM's account.

It does open up all of the character options, but ONLY for characters that are part of the campaign where the sharing is enabled.
What the players need to do is use the link from the DM to join the campaign and then select "Create a character in this campaign"
