It is unlikely that all members of most groups will want to subscribe to this service. There should probably be a way to share access to your paid content to a small number of people, or at least share your homebrew.
For the homebrew, I should be able to tag my group's usernames for a campaign, and they should have a toggle that lets them choose to display my homebrew and houserules that I've input, so that when they look up Stealth in the service, it shows the houserules, and the standard info, if they look up spells, our homebrew is there, etc.
Speaking of that "our", such a feature should allow for group sharing from multiple users, optionally. At least for homebrew.
Recap for those who don't want to or can't read the article right now (it's a good read though): There is a "Master Tier" subscription meant for DMs which gives 12 slots for players in a campaign. Anyone put into one of those slots can access any material that the DM has purchased (sourcebooks) or made (homebrew), even if they don't have it themselves, such as if they are on the free tier.

I'm thrilled by the Master Tier subscription level. That enables my group to pitch-in to get digital content the same way that we pitch-in to get hard-copies of stuff.

As long as you're playing in a campaign with a DM that finds value in these tools.
I'm the DM.
"Good thing you don't have to" isn't a valid counter point to a criticism, btw. Obviously I don't have to. The product is in beta, however, which means right now is the time to go out of your way to make clear your thoughts on the model.
I find value in the tools, and will certainly pay for a basic subscription. But IMO, it shouldn't be extra to share my houserules and homebrew with my group. That should be part of a basic subscription.
Maybe I'm too tired from work to read properly, but it does look like, from the article, regular subscribers will be able to share their homebrew publicly. It's just the purchased content that is locked behind the master tier.
If that's the case, cool. Still wondering about the ability to have a houserule show up as part of the results (or ideally, on the same page) for whatever it's related to. I'd like to be able to select a houserule/homebrew rules for Stealth, and toggle it on, and when I look up Stealth from then on, it's addendumed to the end of the page for Stealth, or at least shows up in the search results right under the official rules entry.

Sure. Shared content is great. And the fact that regular subs don't take up sharing slots is also great.
What none of that answers, is whether I'll be able to take my friend's houserule that he has shared, whether with me via that model, or via public sharing, and "toggle" it to show up when I look up things related to it, and preferably be able to set it to show up in the page for what it is related to, like the Stealth example I made in the post above this one. also, the question of where such a feature would fit into the payment model remains, and is very important to me.

I will be thrilled by it if it's reasonably priced. I'm not holding out hope that it'll be reasonably priced however.

When presented with two options - assume the company making a product wants my money, or assume they are going to design their pricing to intentionally exclude me - I will always assume that the company making a product wants my money.
That means their price will be "reasonable" given market conditions, even if not every last person who would like to have the product finds the price "reasonable" given their own (often ridiculously out-of-touch, in my experience) expectations of what the price should be.
I decided to add an example: I hear people complain about the current "expensive" gasoline prices, saying they wish it was affordable as it was back in the '90s. Their perception is that ~$2.50 now is a significantly larger cost than ~$1.50 was in 1993, but if you adjust for inflation it's actually pretty much the same expense.

It's really quite fascinating what DMs can subscribe to.

I really liked seeing this option in there. I do suggest that everyone read that article when they have time due to several details mentioned.
PbP - Beregost Blues - Portia Starflower, Half Elf, Cleric, Life Domain
PbP - Tome of Annhilation - Vistani Mocanu, Human, Bard
Master tier, as in tiers of subscriptions.
Nope.
I wont be using that, ever.
