So I'm a level 3 barbarian with a current hp of 28. At level 4 I'm multi classing into droid. I'm also choosing the feat tough. So when I'm going back to edit my hp for the level up it says I'm getting a +8 from tough which is fine. It also says I'm getting a +8 from constitution which I dont understand. I only have a 14 for constitution which is a +2 and then there's the additional +2 from tough as well. So I dont understand where the extra 4 is coming from.
You get your constitution bonus added to max HP per each level. Tough is similar, adding +2 to HP per each level. So a level 4 character with 14 CON and the tough feat, would have 16 HP plus hit dice.
Also, from your wording, I don't understand when you are multiclassing. Are you a level 3 barbarian and level 1 druid? When you gain feats/ASIs are tied to class level, not character level.
The +8 from CON that you're seeing is a +8 in total (+2 for each of your 4 levels).
As DxJxC mentions above, 1st level druid doesn't gain an ASI/feat - you would need to gain 4th level in Barbarian to get an ASI (Ability Score Improvement), which optionally allows you to take a feat instead.
edit: incidentally, with 26 hit points at level 3, it looks like you rolled a total of 10 on your 2d12 for 2nd and 3rd level. Below average, but could be worse!

I still dont understand my constitution bonus is +2 and the extra tough bonus is +2 so that should only be +4 or a total of +12 not 16.
I believe that is the total of CON modifier (+2) * level (4), totaling +8 HP total

Yes level 3 barb and level 1 druid.
Your constitution bonus applies to every level you have in every class.
As a character that is 3rd level Barbarian and 1st level Druid, you will have:
1st Barbarian: 12 (from your HD) +2 CON.
2nd Barbarian: 7 (1d12) +2 CON.
3rd Barbarian: 7 (1d12) +2 CON.
1st Druid: 5 (1d8) +2 CON.
