Well - the player should be able to see all your purchased & shared content in the compendium portions of the site - now called Sources & Game Rules in the new top menu. But if they aren't seeing the content in the character creator, that is working properly. To access your content in the CC, they can only do that when creating a PC within the campaign (i.e via the join campaign link you provided). They should certainly be able to access everything for leveling up the PC you've transferred though. If not, then there is something going on and you'll need to PM a moderator to look at it.
Have your player abandon the campaign with the character you gave them (and I mean abandon, not put the character back on unassign)
Triplecheck the sharing setting in the campaign
Send them the campaign share code
Have them join the campaign with the character you had previously created for them (that should now be in their list of characters)

Ultimately this worked, but I actually had to have ALL players leave the campaign. Reset it, and then get them all to join back in. One at a time didn't work.
So I resolved sharing a created unassigned PC with a player in my campaign (https://www.dndbeyond.com/campaigns/50376)
However, that PC does not have access to any of my subscribed content, only the SRD. (https://www.dndbeyond.com/profile/Tanglebones1973/characters/9466405)
You've double-checked that you have content sharing turned on for the campaign? And you have a DM level subscription?

Try turning off sharing ans turning it back on.
Nope. and even I as the DM, who has paid for ALL of the content, cannot access that content on their characters, even though they are in my campaign.
