I have played a few different versions of D&D. AD&D and 3.5, and a few other Rp games so I am used to rules and restrictions. Most of the time I am ok with things but this time I want to ask that a change be made. Now Power gamer I am not but having or in this case now allowing mixed race does not make sense.
I was using the system or trying to do make up a character and found out. It can not happen I think it makes sense it should be able to be done. a dragonborn and a teifling could make a child. as well as most of the other races. Now before you say homebrew it is not set up to allow for both races at the same time.
If as I only have the free set up for now and there is a way will someone tell me. if not can someone in the company fix it or explain why that can not happen.
You can homebrew a half-elf half-dwarf (dwelf) or any other combination, several people already have and published them on DDB.
The base rules of 5e do not provide hybrid races (except half-elf and half-orc) or rules for making hybrids, prefering to keep things simple. But they do not forbid them.
this is what I am asking to be changed. There needs to be at least some rules as I can see issues of how like in my example silver dragonborn / teifling questions could be asked what race abilities apply. (fire and ice) does the child have both and the other race skills ect.

Right, and in that case it would be up to the DM and the author of the homebrew. Same as all homebrew.
If you are wanting official hybrid rules in 5e, you should address your feedback to WotC. You can Google it or a mod can post some links.
That's not something D&D Beyond would change as they're not responsible for rule modification or creation. If you want official rules, contact WotC. If you want them in your campaign, speak to your DM and work something out.

half-elves, half-orcs and other hybrids are part of the official rules.
I am a little confused about your perceptions on homebrew however - the homebrew race tools allow you to create any race you wish!
