Again, homebrew content would be down to your DM. The DM can dictate any and all content that is allowed or disallowed.
Adventurer's League is a form of 'organised play', a method of running games decided by Wizards of the Coast that allows you to drop into any Adventurer's League game and, provided you've made your character per AL rules, be ready to go. It's somewhat more restrictive, but has the upside of being easier to get into a game and you know what you're getting experience wise ahead of time.

The only time playtest is hard not allowed is when playing Accenture's l Adventures League games. Otherwise you have to ask your DM
