Currently, languages aren't bound to source management , so it's not possible to restrict languages based on whether they are from specific books.
I'm pretty sure that this will change with the full source management system that will be implemented next year, but for now it does mean that any additional languages that Wizards of the Coast add in new books will be available for everyone.
Why is this in the languages list?

I don't normally include unearthed arcana content in the character generator so why is it on my language list?

D&D Beyond FoundersIf you can't select Elven as a language for your character, it's likely because they already know that language.
