So, right now you can report thread necromancy - but only if "new posts are off-topic", which doesn't really make sense because there is already a separate category for "off-topic".
Can there be some consideration of archiving threads after a year (or so) such that they can be viewed but not replied to? It seems like new posts on old threads are almost always "on-topic" but miss the point or the age of the thread (for example, by refuting claims made in the post based on new books published after the thread) or ask a quasi-related question that should have just been its own new thread.
Thread necromancy was removed from site rule violations some time ago (back before Lauren Urban left). The report option may still be there, but it's not actually against the site rules.
You can report threads for being resurrected non-constructively, which is not the same as being off topic. Basically if someone raises a thread from the dead without adding anything of value to it, you can/should report that.
We don't want to lock/archive old threads from being posted in because sometimes there is new information to add, new opinions to be discussed, or new questions to be asked.
