I'm trying to create a Tabaxi who is a sniper specialized assassin. My idea largely revolved around using the Skulker feat, as the campaign will be take place largely in the Underdark. For some reason I can select all of the other feats from the PHB *other* than Skulker.
1. Does your character have a minimum of 13 in Dexterity? The Skulker feat has this requirement. If you don't, and your DM has approved it, you can turn off feat restrictions on the settings page of your character.
If no...
2. Have you purchased the PHB, or individually purchase feats? If you individually purchased them you may have missed Skulker.
If no...
3. Check with the person who is providing the materials if they purchased the full PHB, individually purchased feats (and did not purchase Skulker), or if they homebrewed the feats in themselves (and perhaps missed Skulker)
If all else fails, I recommend posting a link to your character sheet here for mods to take a look.
Please also check that you haven't already added the feat to your character sheet - that would be the most likely reason for the feat not being available for selection.

I would like to add that I too, have this problem. I couldn't choose skulker as the 4th level feat, which is what my player chose. I can only imagine that it's reading the BASE score rather than final score (+mods and such). Heres the link

Does the user who owns that character own the Player's Handbook on D&D Beyond, have they purchased the Skulker feat, or do they have access to the Player's Handbook/that feat through content sharing with someone who has a Master Tier subscription?

I am the owner of the digital phb character builder...thing. Not sure what you call it, but I have every other option but that.
Skulker is appearing in the list when I review that sheet. It is 3 under Sharpshooter-- Can you verify that it does not appear on your end when in the character builder?
It FINALLY appeared, but it wasn't there before, I looked through the whole list thinking I was losing my mind....three times in fact, because I thought maybe I had a weird glitch on my end.
Not sure what you intentionally/unintentionally did, but I appreciate it.

I have no idea how that is, when I go to edit character it isnt listed as one of her feats.
They've been added through the character sheet, as additional feats outside of ASI progression (the character sheet allows you to do this, so the DM can award additional feats etc).
If you head to FEATURES & TRAITS and then click on FEATS below that, you can see all feats that the character has. Clicking on the "Manage Feats" link will open the sidebar to allow you to add/remove them.
I had this issue. It turns out I "added" from the character page. When I go back to the edit page and select the feats over ASI and scroll for it, it will no longer pop up their because it was added on the other page. Ironically, I can't seem to remove said feat (in this case Skulker).
