Hi, I had the same problem. Whenever I clicked on the "campaign sharing" so that it was checked and then hit 'save', it didn't seem to take. Note that I had created the campaign prior to getting the master subscription.
The solution for me was to delete the old campaign and create a new one with "campaign sharing" enabled from the start. It seems the bug is either with getting a subscription after creating a campaign or editing the campaign sharing status within an already-ongoing campaign regardless of when you acquired a subscription. Either way, the solution was to make a new campaign with it enabled at the start. Hope that helps you track down the bug!
my players cant access my books or create characters with my book info even though they are in my campaign
Do you (or one of your players) have a Master Subscription? Have you set the Campaign Sharing option within the campaign page to On?
Have enabled the campaign sharing by checking the box on the top right of the campaign page?
