I have an odd problem I am trying to solve. In my D&DBeyond campaign I ONLY have the DMG, PHB, Xan, and Wildermont books shared/enabled. But I had a player able to select Green-Flame Blade as one of his cantrips the other day, which turns out comes from the Sword Coast book. I double and triple checked and that source book was NOT enabled within the campaign. So I created an unassigned character IN the campaign identical to the players character. I ALSO had access to that cantrip.
Can someone please explain this?

Does one of the players have a homebrew version of Green flame blade in their collection? All homebrew collections are shared within a campaign, even when sharing is turned off.
You can check by looking at the listing, and seeing if it quotes a source, or a version. If it has a source, then that will tell you where it is being shared from. It it has a version, it's homebrew, and you'll need to ask the player to remove it from their collection.
It's showing as " Source: SCAG, pg. 142" in the character sheet.
Edit: I've even gone in a created an unassigned character within the campaign. Created the exact same character as the player and it had the cantrip available too. So somewhere that cantrip is getting imported/linked. None of the options like Homebrew are enabled either. Pretty striped down campaign setup.

Firstly, you are getting the official version, so it's not a homebrew issue.
You will have access to any content you own, regardless of sharing, so if you , and the player both own SCAG, you'll have access to the content, even if it's been turned off within the campaign. To test this, have a player that doesn't own SCAG try to create or modify a character within the campaign to add GFB
If they can't, there's nothing you can do about it in the tools. You will have to let the players know not to use content outside of the specified sources.
If they player without SCAG can add GFB, then try turning sharing off and on again.
That's interesting and disappointing all at once. I'll ask someone to do that. I'll post back once I have more data.

Just a note. Though it is not referenced on the entry in DDB. Green-Flame Blade is also available from Tasha's. DDB only references the first book an item appeared in. If someone has Tasha's the spell will be available.
I have only ever had the PHB, DMG, Xanathars, and Wildermont enabled in my campaign. It may be a misunderstanding on what "sharing" actually means. Per a previous post above, sharing does not actually restrict anything. If true, that's a concern, as I personally do not allow just any source/adventure book to be available in my campaign. Too much chaos and power creep would ensue. Waiting for one of my players to test this out. Thanks!

As mentioned, content management toggles only apply to accessing compendium content, not what's accessible in the character builder, and also doesn't prevent someone from accessing content they own themselves.
The team is aware of the desire for DMs to be able to have more fine control over source access in the character builder
I have seen posts from years ago that the capability for limiting sources was in the works and supposed to be coming. You say they are aware but it’s it something that is still being worked on?
