So I purchased the Artificer class and according to the eberron sourcebook armblade is supposed to be viable for Level 2 replicate magic item infusion but I don't see it available for the 3rd level artificer I am making.

Just buying the Artificer class individually doesn't give you access to the magic items. You'll need buy the item at the very least. It can be found in the Wayfinder's Guide to Eberron book.

Have you turned on Eberron Content on the Home section of the character editor? It won't be accessible if you haven't.

So that it is white and not red yes.  I did buy artificer from Tasha's though instead of eberron.

For the toggles - Red (to the right) is on. Grey (to the left) is off.

And yea - the Armblade is still considered to be Eberron content (because that is where it was first released) for now - so that toggle needs to be on.
