Note that some spells in XGtE were originally published in Elemental Evil, and so are available for free; but if say Charm Monster doesn't show up, then your character likely doesn't have access to XGtE.

When you went to the Class tab, did you select the first or the second Bard class? The first is the 2024 Bard, for which you’d need the 2024 PHB and its version of that spell. The second is the 2014 Bard, and you’ll need both 2014 Core Rules and Expanded Rules enabled for that character.

If I make a wizard with the same 2024 settings I have access to Synaptic Static (Legacy). I do not have access to it legacy or otherwise with the Bard. I also don't have any issues accessing any of the other spells that I've been able to see. The problem is specific to Synaptic Static, on a Bard.
It seems like a problem with the way the class tags are set up. I notice that on the page for the old Synaptic Static spell, it has the "Bard (Legacy)" class tag for the 2014 Bard class, but not the "Bard" class tag for the 2024 Bard class. This would make sense, since in general when you have a 2024 class you're not meant to be using the old versions of spells that have been updated, except that for Sorcerer and Wizard, it has tags for both class versions. It should work the same for all classes that have access to the spell.
The same is actually true for Charm Monster. Both of these are spells that were originally from XGtE but received an updated version in the 2024 PHB.
So the actual bug isn't that you can't see Synaptic Static (Legacy) on 2024 Bard. The bug is that you can see it on 2024 Sorcerer and Wizard.
To see Synaptic Static on a 2024 class, you're supposed to have to use the 2024 version, which isn't part of the Free Rules. It's 2024 PHB or bust there, and that's intended.
Cannot select synaptic static as a bard spell, xanathars states that it should be a 5th level bard spell.
