I searched to see if this has been reported or not, but didn't find it.
So I was playing around with my barbarian who is currently level 18. Should be 20 in a few months as our campaign wraps up. Something I noticed when I make a copy and advance him up to 20 is if I leave my constitution an 18 (taking a feat at lvl 19 instead of ASI) then when I hit level 20 Primal Champion moves it up to 22 as expected. When I equip the Belt of Dwarvenkind, however, it bumps my constitution up to 24..
It seems to be adding the +2 from the belt no matter what my CON is. I tried it with my CON at 15 so at lvl 20 it went to 19, and then equipping the belt bumped it up to 21 (instead of the max 20).
I haven't tried using the belt with any other classes to see if the belt acts that way with them or if it's just with Primal Champion which is why I have that in the subject line with the belt. Anyway, hope this helps if it hasn't been reported. If it's working as expected then maybe I just need an explanation of why it's working correctly.
Yeah I kind of figured it was calculating Primal Champion as if it was a "magical item" and adding the two instead of seeing it like a permanent increase. Since it's a permanent stat, though, then technically CON is a 22 (when it was 18 before the level up). Taking the belt off shows the correct CON.
I don't think the order of operation should matter in this case, even when it works to my advantage, but I'll certainly run it past my DM to see if I can get away with it by saying "...see here's what it shows on DnDBeyond so I can just take a feat at 19 instead of maxing out CON" 😁

It is being polite and using the Belt's increase before the Primal Champion's increase as they don't state which order they should be applied.
