Hi,
I tried adding Oathbow to a character I made in the character builder and it doesn't appear in the "add items" list even though I can access it in the "Game Rules">"Magic Items" section.

That was the issue. Forgot Shadar-Kai didn't have Elf weapon training and assumed it was a bug. Thanks
