Do you mean when you click "Add a Racial Trait" it doesn't take you to the screen to enter the information? Or the Plus button doesn't drop down anything?
Also, if you're talking about adding a description to a trait, make sure it's in the Description text field, not the Snippet text field. Otherwise try refreshing once or twice, sometimes the cache is a tiny bit slow to update.
