I am able to sign in and access most resources including character creation but if I try to open the character sheet. I get a "404 page not found" error. Is it possible that the ARM64 architecture of this device is causing issues or is it something else? I have tried on Edge, Chrome, and Firefox so far with no luck.
Hrmmm, "404 Page Not Found" sounds more like what you'd get from trying to look at a character sheet when not logged in... but someone with more knowledge of the web app would be able to say more.
Just to be sure, are you using any browser extensions that could interfere with DDB? A VPN? (I know you said you tried with multiple browsers but it's good info for the staff to have.)

ARM64 architecture itself wouldnt cause that. Looking at the information given regarding the SQ chip family it would only matter on the ARM64 side for applications optimized for such functionality,
Also, to your mobile side, the same architect is supported in any Android based phone that uses Lollipop 5.0, which came into effect after 2014, and iOS, then later in Apple SoCs. iOS 11. So if you are using any phone such as above then the issues would show up there, not just for you but many users.
On top of that, Edge is designed to work on the ARM64 architecture. Firefox is as well, they did bring out a Beta version back in 2019 for such and from what info I could find they have done a full release.. As to Chrome, it was reported that they hadnt brought out an updated version back in Nov 2020, that could have changed since of course.
However, it wouldnt just be giving a 404 unless its adding additional information to the link itself.
If you cant, then something is definitely interfering with how sheets are opening, which I would then be looking for other sources of issues, such as a virus, which is far fetched, any ad-blockers you use, if you use one and its active try disabling it.
The other thing you could try and is instead of clicking the character, trying right mouse clicking on it and copy the link address then past that to your URL bar.
I thought it made no sense that the Surface Pro X would be the source of the issue as I have never had any web based issues, but I am grasping at straws as this has me pretty stumped.
So I am able to open the test character link you shared.
I have tried copying the URL address for my character into the URL bar and I have had no luck.
Here are a few more observations:
1. On the app. I can open the character, but when I click "Edit Character on Website", I get the 404 error.
This leads me to believe there is something corrupted with regards to this particular character. This morning I thought I would try making a new character. I want to create the character through an existing campaign as the host has content sharing enabled which is needed for me to build the character how I want to. So when I try to create a new character. I get a error 500 screen. THen when I reload, an unassigned character is created with no details (Keegen's Character is what its called). When I try to click edit, it just reloads the same screen. So as it stands, I can't even make a new character in this campaign.
I am going to make a whole new account, get a new invite link to the campaign and see if I can make a character that way. I haven't purchased any content on this account so there is no loss there.
It's because you had a special character in your username (it had a space). I changed your name to remove the space and you have a pending nickname credit - but you should be all set and should be able to access your character sheet now.

Is the character "complete", as in have you given it a Race, Class, and Background?

I believe so. Right now it won't even let me open to edit. Oh I am able to open on my phone so I presume so?

Here is a question, can you get to this char via the link below?

I will update here based on how that goes.
I went and looked at the Contact Us page to see if there was anything there. Then spotted this link.

Do you use NordVPN, if so follow the info under the link on the page to NordVPN, linked it below as well.

If you dont use a VPN then I would be contact the help desk via the link below and seeing what they can do to also look into it.

Interesting. Thank you!
