I have a warlock with the Pact of the Book and a Staff of Power. The Staff is correctly giving a +2 to hit for spells that they know via their normal class list and the staff itself, but ones that are from their Pact Boon and feats like Magic Initiate are not getting the bonus.

Unfortunately, DDB currently can't add bonuses granted by class-based-attunement magic items to spells that you didn't get via the standard Manage Spells route for the class. However, you can Customize the affected spells to set the To Hit Bonus to 2. You'll just need to remember to remove that customization if you ever need to unattune from the Staff.
