In the character builder, it says i can unlock the oath of vengeance (paladin 3rd level) in the market place, but i have a master subscription already. Am i doing something wrong?

Subscriptions do not unlock content. You need to purchase the content to unlock content. In this case, you can either purchase the PHB, the subclass bundle within the book, or just the subclass by itself to get access to it.
