Trying to figure out how this content sharing feature works. My friend is DMing a campaign and has content sharing on for that campaign. Does that mean content is shared solely within that campaign or does that mean players in that campaign should be able to use that content outside of that campaign? Currently, I can't access any material from things like Fizzbans or XGtE when I make a character outside of that particular campaign. I imagine it's a matter of "not in the campaign? cant access the sourcebooks" but I figured I'd ask just to make sure.

That's correct. Shared content can only be used in that campaign. As long as you have a character in the campaign, you can read any sourcebooks made available via the shared campaign, but to use it in a character sheet it must be in that campaign.
So: Person A owns all the books. Person B provides the content sharing for Campaign 1. Person C owns 0 books and creates a character in Campaign 1. That character can have stuff from any of the books. Person C makes another character in Campaign 2, which doesn't have any content sharing. They're limited to free content there, or they can read the books shared from Campaign 1 and try to recreate them using the homebrew tools for the character in Campaign 2.
