If you carry weight in excess of 5 times your Strength score, you are encumbered, which means your speed drops by 10 feet.
The player has a STR score of 19, meaning they can carry up to 95 lbs without becoming encumbered. 99.82 lbs is just over that, so yeah, encumbered. Even a Strength 20 character can only lug at most 100lbs of equipment & gear.

Hello all… I believe this may be a bug
I have a player who’s STR score is 19
He’s carrying 99.82 lbs. of equipment (65.82 without backpack)
He’s “Encumbered” @ 99.82 lbs… Walking Speed down from 30 ft. to 20 ft.
Can anyone help with this or are we doing the math incorrectly?

I just noticed the Strength rule on Carrying Capacity is 15x the STR score
I somehow ignored the keyword “capacity”
I just read the direct quote you posted… (again)
I’ve read this many times before but just had brain freeze when it came down to my players buying their gear for the first time
