I created a Fire Genasi and raised its level to 20. I selected the flame blade spell in the bonus action menu. In the spell's dialog, I increased the upcast level to 9th. I deleted the character. Now, every time I create a character with the same race, the spell is stuck at level 9 and trying to reduce it results in an "undefined" error. It may even apply to any other character that uses that spell without that race, but I haven't tried it.
That's happening because your character doesn't have spellcasting slots. It's a known issue with DDB, which has nothing to do with how you deleted the earlier character, aside from the automatic upcasting to the damage. Try adding a level of spellcaster class to the character and see if that helps you downcast the second Flame Blade.
As a workaround, you can customize the second Flame Blade on non-caster Fire Genasi characters to uncheck Display As Attack.
