I have indeed turned on Character Options in the Character Builder,
but still only Draconic and Wild Magic are showing up.
Do I need to purchase Aberrant Mind?

if you don't own the book it was published in on DND beyond you will need to either buy the book or the subclass.
If you own the book ofline you can create it as a private homebrew.
If your DM has the books make sure you are creating the character in a campaign where content sharing is enabled
