The dark elf race is not showing up as an option when I'm creating a character even tho I have the players handbook

Make sure you're looking under the main Elf race, and not for a standalone race.

Make sure you own the PHB on this site (as opposed to having it shared with you via content sharing)

Make sure your entitlements are in sync (if they're not, press the button and try again)
