I've been experiencing the same issue as described by others. MToF monsters have a "purchase to access stat block" text in the builder and when running the encounter. This and other issues have been detrimental for my current campaign, and it's painful for this company to basically spit on the over $1,000 I've put into it over the last few years.
This issue is also/still occurring for me as well. So thread bump, I suppose. It also affects Map tokens, they cannot be used and also give the "you need to purchase this" notification even though it is content I own. Thankfully the compendium is (so far) not affected.

Can confirm, i have now also lost access to a bunch of the previous accessible monsters (detailed in black on the 2nd page of this thread) - so the problem is in fact getting worse!
Does anyone know what is the next steps at this point, as its been over a 1/4 of a year now and we've still not been contacted about it, no updates... no nothing and instead of getting better, the problem is actively worsening!
like surely their is some kind of complaints procedure?
I *just* bought MP:MotM to run an allip. It didn't work. then I found this thread. then I discovered that there are no refunds on digital content, and you need to submit a ticket to ask nicely for a refund.
This really sucks.
One shouldn't have to dig through obscure threads before you purchase content. Broken content should not be for sale.

I can confirm that the only monsters that are tagged to be from MTOF that works are the summoner variant ones. But yeah, other than the summoner variants, all monsters tagged as MTOF no longer works.

Anyway I submitted a ticket to add to the pile.
MTOF and MP:MOTM are two separate books. I have not checked every monster from MP:MOTM, but MP:MOTM works fine or me, and I can confirm allip (the non legacy version) works. You cannot purchase MTOF anymore, so if you have not purchased MTOF before it was discontinued, you will not be able to have access to those legacy monsters. The only way for you to have access to them is if you are in a campaign with content sharing turned on and another player owns MTOF.
If allip (non legacy) does not work for you, double check your entitlements and see what you actually bought. If you purchased the whole book, you should have full access to the book in the database. If you purchased only the compendium content, then you will NOT have access to the book in the database. Compendium content DOES NOT include access to the digital tools.
I own both books (MOTF from before the legacy cull, and MPMOTM since yesterday).
I purchased the full MPMOTM book. yes, I should have full access, thats why it's a bug.
I checked entitlements, verified that I had purchased the correct book, and did all the things.
Update: Support works!
I put in a support ticket carefully describing my problem, providing screenshots and context. Within 8 hours, someone from WotC had replied that they had issued a fix, and that I should try again. My original borked encounter was still borked, but when I made a new encounter with the same monsters, the suggestion to purchase the content (which I already own) was gone, and I could see the allip and roll its attacks and stats into the encounter.
So if anyone is still having this problem, try putting in another ticket. Maybe the legacy content bug is bigger than they thought, but they had a fix for me.
where can i get the email to start a support ticket for this exact problem because i have looked up and down this website for a contact of some sort and to no avail.
Seems to be spreading to other books now. I'm having this same issue with Explorers Guide to Wildemount. It let me use the monsters(Husk zombie Bursters) and view its statblock within the encounter builder a month ago when I built the encounter. But now, I cant see the statblock. Its only in the encounter builder, Have full access everywhere else.
in Maps under the token browser, or in Encounter Builder. But I can search for them just fine and open their pages, see the artwork, everything. Guess I'm off to submit a ticket and hope for a good charisma check...

I can confirm this is happening to me now too. I put in a report over the weekend about MToF not working. This is a shame. Glad I don't pay for this or I'd be livid.

I've had this issue for over a year, emailed them twice about it and only got copy-paste replies about "this has been forwarded to the appropriate teams, thank you for your feedback" etc. Now it's affecting more of my books than before. All purchased individually. Tome of Foes was first, now it's doing Van Richten's and Explorer's Guide to Wildemount too.
Not an entitlement sync issue, not a legacy monster filter issue, it's literally a bug where the tool thinks you don't own something you do. You can access the statblocks just fine outside of the encounter builder tool.

100%. This is total crap. They’ve been telling everyone the same thing then ignoring it. The only way we’ll get this fixed is if someone could get a top podcaster to report it and give some bad press. Lazy DM. Or maybe Rascal news could report on it.

I was able to successfully get my issue with ID:RotFM content fixed by submitting a support ticket here: https://dndbeyond-support.wizards.com/hc/en-us/requests/new/ . Took around a business day to get it resolved. I did not try emailing or anything beyond posting here first. I highly recommend submitting a ticket with the proof of your previous purchases/redemptions.
I selected "D&D Beyond Help" / "Content Issues" / "Missing Purchased Content", and then filled in the other data, including order number (from my account history) for the missing content, locations where I couldn't access, etc. Note that I do have a paid "Master"-level subscription; I can't say whether that impacts anything or not.
NOTE: What I got access to was "Legacy" tagged items, which was what would have been accessible when I bought it, and I'm personally fine with that. I'm now able to access the creatures in Maps, Encounter Builder, and the "library".
Hope this helps others get their issues resolved!

This is getting ridiculous
I’ve contacted them several times over the months… still yet to respond.

Add IDRotF to the pile. Can't use
duergar mind master and duergar hammerer
in Maps under the token browser, or in Encounter Builder. But I can search for them just fine and open their pages, see the artwork, everything. Guess I'm off to submit a ticket and hope for a good charisma check...
Yup people now widely reporting this issue affecting other source books now.
this really is not okay and yet still radio silence from support.

Also about this bug across multiple books. It’s happening to me as well.
