In the standard Ranger, you can't select the Perception skill in the Character Builder, while the (printed) Player's Handbook does give it as an option.
If Perception does not appear as a skill proficiency option, it means that you already have it.
Check the race traits or the background.
Thanks for clearing this up, you are completely right. I had it as a racial ability. Sorry for the misunderstanding!
