I've been finding that a lot of subclasses that add prepared spells simply don't. They add them to the spell list but don't count as prepared. This is especially the case with older subclasses. Here's what I've found from my experimentation:
Paladin's 2024 subclasses seem to add the spells properly, but the older subclasses don't. Oath of Devotion adds and prepares the spells properly for the most part. The spells don't show up in the character builder and are listed as "at will" on the character sheet rather than simply being prepared. Oath of Conquest adds the spells to the list but doesn't prepare them.
Warlock seems to work the same as Paladin. However, the spells are not shown to be cast "at will" on the character sheet. They are cast as normal spells.
All of Ranger's subclasses (2024 and older) have the issue of older paladin subclasses. The spells are added to the spell list but not prepared.
All of Sorcerer's and Bard's subclasses add and prepare the spells, but don't show them as prepared in the character builder. Sorcerer's spells are listed as "at will" in the character sheet.
The new wizard subclasses add and prepare the spells, but don't show them in the character builder. Older subclasses don't add spells so they aren't relevant here.
Druid and Cleric subclass spells seem to be properly prepared with old and new subclasses.
I also noticed this during checking later classes: Spells that don't show up as prepared in the character builder also don't show up in the spell selection panel on the character sheet.
Finally, on many of the new classes I've checked, the spells tab lists spells as "known" rather than "prepared". The buttons to select spells also reflect this. I didn't keep track of specifically which ones this shows, but it seems inconsistent.
I'll second this, the wizard subclasses are adding their spells as both Known, and Prepared on the character sheets, but not in the builder's spell list section.
Which, I don't think they're supposed to be prepared automatically, just learned.
I'm having the same problem, but worse. Making a 2024 Paladin with the 2014 Oath of Conquest subclass, none of the subclass spells are appearing in the spell list at all, and so aren't prepared, either. If I switch to the 2014 Paladin with Oath of Conquest subclass they appear correctly.
