Under actions, Channel Divinity is listed for turn undead, along with two uses. The subclass Destructive Wrath is not listed, it is listed under "Other" but it doesn't share a counter, in fact there is no counter.
I get the thought that it isn't really an action of any kind, but it "attaches" to an action... and it needs a shared counter.
My "fix" would be to show it as an action within the options for channel divinity, and leave the (Special) tag on it.

You can use Channel Divinity to deal maximum damage instead of rolling for lightning or thunder damage.
