I'm creating a 2024 bard, he's in the campaign with content sharing enabled, I can see the spell page for both 2014 and 2024 editions, I can find and read its description in the Spell Search.

All of the spells in that list are in either the Free Rules or earlier sources (EEPC being a few of them).
Your character isn't seeing the 2024 PHB in the content sharing, because I own the book and see it in my list just fine. Check with the owner of the campaign to ensure they've shared the book (each book is separately shared as toggles) and try syncing your entitlements under your profile if it is. If that doesn't work, log out then log back in again.
So in order to use the spell, a person who had already bought this spell in 2014 phb should buy this spell again in 2024, despite it being essentially the very same spell with slightly different wording? And, as the spells from pre-2024 supplements will be re-released, they will become unavailable too and will require a person to buy them again?

If it's in the 2024 books, it has to be obtained from there, officially. Unofficially, for cases like this where you're only missing a spell or two, they can be inserted with the homebrewer.
