Character creation is not adding racial stat bonuses and I cannot access any subclasses from the 2014 phb. I've selected the (legacy) races and legacy content is checked on. Tasha's and basic rules still show.
That looks like it did it. I figured since i had expanded rules unchecked it would keep every thing legacy
