A bit late to help with your problem. But it seems to happen when you select species before class. That it will remove wood elf as an option. I just had to change to a different species and then change back.
For some reason my wife’s Elf Druid cannot select the wood elf lineages. Drow and High are only available. Is anyone else having this issue?

I had the same problem today and switching to a different species and back solved it. Thanks!
