Are you the owner of the campaign or a player in it? Only the owner's content gets shared across the campaign, and only on Master tier (meaning your DM wouldn't be sharing anything they have while on Hero tier).
If your group wants the characters in a campaign under the DM's name but also needs access to the books, you should set up a second campaign that the characters can jump into whenever they need a feature.

It's always been the case that sharing is based on the campaign DM alone as far as I'm aware.
Everybody's stuff is shared automatically once it's turned on. It's possible for the campaign owner or the sharing-enabler (don't recall which) to control which books the participants can't read, but everybody's homebrew and owned stuff is shared in the character builder.
To OP: have everyone, including you check their entitlements (user menu->account->licenses)
Try turning sharing off and on again.
And of course, are they working with characters in the campaign?
Also, if it's old stuff, make sure that the legacy and extended rules toggles are on in the character builder.

I just modified my post because I was able to confirm you're correct, joined 2 different campaigns of mine with a secondary account. One had someone with Wildemount and I don't have that, only that one gave me access to Chronurgy/Graviturgy. That's news to me for sure.

But isn't it the case the the DM (campaign owner) has to be master tier, whether or not they are the sharer?
No. You can make campaigns as a free user.
