In order to use the new version of the encounter building system introduced in the 2024 DMG (which is a HUGE improvement), we have to use the Maps program to run our encounters. The only problem is, you can't run encounters other than tracking initiative.
If this phase in program development wasn't ready, why was it released?

"Beta" when referring to a software product literally means that it's not fully ready. A beta release is an early release for testing and user feedback purposes.
Fine. It would have been nice if they would have updated encounters to work with the new version of the DMG. I was very happy to read the wonderful changes in the new DMG. I was NOT happy to discover that the encounter system would be rendered useless until some unknown point in the future.
Had they disclosed this information, I would have delayed purchasing the new DMG until the DM Tools were actually ready.
