The DM has shared all his related resources, but when making a character, we do not see it.
For example, I am trying to make a Sorcerer in his campaign, and he owns Tasha's, but I do not see Aberrant Mind or Clockwork options to make as my subclass.

It's not that shared content is not being seen; it's that you're trying to use something no one in your group has access to. What has probably happened here is that you've chosen the 2024 version of the Sorcerer class but no one in the campaign has access to the 2024 Player's Handbook, which is the only source for the 2024 versions of those two subclasses.
Go to the Home tab in the character builder and make sure the "Legacy Rules" and "Expanded Rules" toggles are both turned on. Then go to the Class tab and change your class to the Legacy/2014 version of Sorcerer (you may need to scroll down to see it).
Or, you or someone in your group can purchase the 2024 Player's Handbook if you want to use the 2024 version of these subclasses.
