That subclass is available in both, but both it and the base Warlock class have had some pretty big changes in the 2024 version. Check with your DM about which version you should use.

The Wild Magic Origin Subclass is not available in the drop down when creating a class.
I have the PHB digital copy purchased and content sharing enabled
