It would seem that the Custom Background feature doesn't work properly with certain background features. Namely: those that grant a feat such as the Strixhaven Student, or Dragonlance Mage of high Sorcery etc. If selected as the desired feature; the additional feat management box will not appear, the feat will not be added to teh character, and you will have to add it manually via the character sheet. Given backgrounds in the 2024 edition grant feats more or less universally; this seems a bit of an oversight.
